9 Information about COVID-19 related money that you can apply for

We have provided information about financial help available to those who have been financially affected by the COVID-19.

1) Anyone with a resident card

→ Regardless of income, everyone qualifies to receive the 100,000 yen aid

Even if you have foreign citizenship, if you are registered as a Basic Resident Register(住民基本台帳, Jumin-kihon-daicho) you should be qualified as well to receive this aid. In order to receive a residency card(在留カード, Zairyu card) you need to be registered as a Basic Resident Register, so there should be no problem.

Details about the application process have not been decided yet, the city hall will ​send out application forms asking for your bank information and after you send that back, the money should be deposited into your account.

They have said that the money should be provided during May, therefore you may receive the letter with the application form in the beginning of May. Please check daily.

2) Those who have lost income and going through financial struggles

→  You can loan 100,000 ~ 200,000 yen (緊急小口資金 Emergency Loans)

The basic condition for this loan is that it should be returned within two years but depending on the situation the return period can be extended or even excused from returning the loan. Please go to your nearest council of social welfare and ask about the options that may apply to your situation. A guarantor is not needed for this loan. There are no income qualifications or limits for this loan.

Depending on the social welfare, the conditions of this loan may be different. Please call ahead to check the qualifications that are needed.

3) Those who have lost their jobs

→ You can loan 150,000~200,000 yen for three months.
(総合支援資金, Sougou shien shikin : loanable support funds)

If you live alone you can receive 150,000 yen if you live with two or more people you can receive 200,00yen in loans, up to 3 months, and interest-free. You must return this loan within 10 years, depending on the situation this period can be extended. Please go to your nearest social welfare council to ask for options that can apply to you.

A guarantor is not needed for this loan. There are no income qualifications or limits for this loan.

This loan requires much important paperwork, if you need a translator it is highly recommended to bring one with you.

【Things you should bring for the application process】
Identification (license), anything that they can check your families income (tax certificate), anything that you can prove your unemployment for the past 2~3 years (letter of resignation), anything that can show how much is your families spendings, etc


4) For those who can not afford the utility bills

→  Electricity, gas, water, phone, TV bills can be extended

Each of these companies can provided alternatives and extensions, please call them to see the available options for you.

5) Those who have been diagnosed with COVID-19 and had to stay home from work for more than 4 days

[days off of work x salary ( income of the past 12 months /30] x 2/3 you can receive two-thirds of this.
(傷病手当, Shobyo teate : Cash benefit for sickness)

If you took 3 days off of work due to having symptoms of COVID-19, the cash benefit will start from the 4th day off. The cash benefit comes from health insurance. (it is the same for national health insurance as well).

Even without a diagnosis or virus test, if you personally saw the symptoms, you can still qualify for this aid.
You can not qualify for this aid if you took days off of work after a co-worker has been diagnosed with COVID-19 (if you did not show symptoms).

A diagnosis from a doctor or work information of what you could not complete due to the sickness


6) Those who have been asked to take days off of work by the company

→ You can receive 60% of [days you took off x average wage]
(休業手当, Kyugyo teate : leave payment)

Whether you are full time or part-time worker you hold the right to receive 60% of the average wage.

Average wage…
A [salary of past 3 months/ days in 3 months (including days off)
B [salary of past 3 months/ days of work in 3 months x 60%]
The number that is bigger will be used for the calculation.
(for part-time workers of those with fewer workdays in a month, the calculation for B will be better)

For companies that have lost business due to the effect of COVID-19, 80~90% of the leave payment will be paid by the government’s subsidies for employment adjustments ( the business must apply through ‘hello work’). Even if you are not part of the employment insurance you can still qualify for this aid.

7) Those who had to take days off of work after school for their kids was canceled

→ Even if you do not use your paid leave, you can still qualify to receive the same salary as a paid leave (full amount of salary).

During the period between February 27 ~ June 30, if your children’s school(preschool, elementary school, special support school, after school care, special needs care/ middle and high school, or specialty school) is closed and you have to take time off of your work, without using your paid leave, you can still receive your full payment. This is also the same if you had to take time off of work if your child was diagnosed with COVID-19 or showed symptoms.

But this can only apply to the companies which applied for “the School closing support fee application center (学校等休業助成金・支援金受付センター)”.
Even if you are not part of employment insurance or if you are a part-time worker, you can still be qualified for these aids, please call your company to check the available options for you.

8) For those who have to pay a housing loan

Up to 5 million yen can be covered by deducting from taxes
( 住宅ローン減税制度, ​Jūtaku rōn genzei seido : mortgage taz deduction system)

For those who have a housing loan for ten or more years as of now, can qualify to have tax deductions to cover the 1% of the remaining loan payment of the house.
This includes house renovation fees as well.

*Please pay attention to the qualifications for the aid
The house must be for you to live in, the house must be larger than 50m², if it is not a newly built house or made of wood it must but built within the past 20 years, etc. The consumption tax of the year you made the purchase will also be a factor as well.
