There are following support measures for the companies affected by the COVID-19.


1) For a corporation whose sales have fallen below 50% compared to last year

You can get up to 2 million yen.  (Subsidy program for sustaining business)

“2019 sales- [Sales in the month that is less than 50% compared to the last month x 12]” will be provided by the government as a loss due to the COVID-19. The maximum is 2 million yen for corporations and 1 million yen for business owners as individuals.

It doesn’t matter what kind of business you run. NPO corporations can also apply.

The application will start in about a week after the FY2020 Draft Supplementary Budget has passed, so it may be in the end of April. After that, if you apply from the Internet, the money will be transferred in about two weeks.

Things necessary for application
Identity verification document, a copy of the 2019 final tax return documents, an account book(ledger) showing the amount of the month when business income decreased, etc.

2) Corporations that are in deficit due to the deterioration of business

The corporate tax paid in the previous year will be refunded. (Carryback Return system of loss in Blue Return Form)

In the case of a corporation that was in surplus in the last year, was in deficit in this year, the corporation tax already paid will be refunded.

In addition, a one‐year grace period of Levy shall be allowed for the corporations whose income has decreased by more than 20%. (There is no overdue payment(arrears) if you pay within one year).

The corporate tax will also be refunded if there’s a loss due to the COVID-19.
For example,
・In case of the heavy shopping of masks to prevent the Covid 19
・In case of throwing the large amount of food(ingredients) away since the event was cancelled, and so on

The refund amount is calculated by
[Loss ÷ business income of the previous year (or the year before last)] × corporate tax amount

How to apply
Please call the nearest(competent) tax office in advance and submit the necessary documents.

3) Original support fund from prefectures and municipalities

→ In Aichi Prefecture, local small and medium‐sized enterprises that can fully cooperate with requests for leave and shortening of business hours during the request period (April 17th to May 6th), will receive 500,000 yen.

However, you must prove that you have closed or shortened business hours during the request period.

For example,
The prefecture’s request for cooperation on leave :
Japanese language school, International school, Private Cramming school, Sports Club, Nail salon, etc.
Shortening of business hours :
The restaurants that normally open until 8pm, have closed before 8pm (excluding supermarkets)

If you cooperate with requests for leave and shortening of business hours from April 17, please confirm whether your business is in the list or not and contact Aichi Prefectural Office.

4) For the companies with the employees who take the paid leave since the schools are temporarily closed.

→ You can get [num of paid days × max8,330 yen × num of employees].
(Subsidy for elementary school leave due to Covid 19)

During the period from February 27th to June 30th, if the school in which the child of the employee attends is temporarily closed, or if the child may be infected with Covid 19 and takes a leave of absence, when the employee takes paid leave, the government will provide a “subsidy for elementary school leave”.

Those who do not have employment insurance are also eligible. It does not matter whether it is regular or irregular employees.

How to apply
Download the Application Form from the Ministry of Health, Labor and Welfare HP and mail it along with the required documents

5) Companies that pay leave allowances to employees and whose sales are 5% less than compared to previous year

You can get [num of paid days ×max8,330 yen / person × number of employees].
(Employment Adjustment Subsidy)

Up to 90% of leave allowances for small and medium‐sized businesses and 75% for large businesses are subsidized by the government.  However, the upper limit is 8,330 yen for an employee per day.

The leave allowance is [the number of days off × average wage × 60%].

The “average wage” in this case is…
A [salary for the past 3 months ÷ number of days for 3 months (including holidays)] or
B [salary for the past 3 months ÷ working days for 3 months × 60%]
The larger one is adopted.
(For the employees who gets the monthly salary, A may be used and for the part‐time employees, B may be large.)

For example, if an employee with a monthly salary of 200,000 yen gets three days off,
Average wage is [200,000 ×3 months ÷ 91 days = 6593 yen (rounded down)]
Leave allowance is [3 days ×6593 yen x 0.6 = 11,867 yen (rounded down)],
It is a rough calculation that you can receive the grant [11,867 yen × 0.9 = 10,680 yen (rounded down)].

However, since there are more detailed requirements, please consult with a specialist such as the public consultant on social and labor insurance.

6) Companies that want to borrow money asap

→ For 3 years, you can borrow up to 100 million yen with no interest.
(Special loan for COVID-19)

Small and medium‐sized enterprises, whose sales have decreased by 5% or more compared to previous year or the year before last, can get loans with a limit of 300 million yen and a repayment period of 15 to 20 years.
